History

The Association of Appraisers of Türkiye (TDUB) is a self-regulatory Professional Association with public legal personality established based on Article 76 of the Capital Markets Law No. 6362 (Law). The organs, duties and authorities of TDUB and its working principles and procedures are regulated by the Statute of the Association of Appraisers of Türkiye (Statute), which was published in the Official Gazette dated 02 April 2014 and numbered 28960 and entered into force.

The membership structure of TDUB consists of real person Appraisers who have a Real Estate Appraisal License and legal entity Valuation Institutions authorized by the Capital Markets Board. TDUB currently has 7281 Members, including 7140 real person Member Appraisers and 141 legal entity Member Valuation Institutions.

Mission of Association

The valuation sector operates for many purposes such as valuation of real estate subject to loans, expropriation, privatization, disputes and property cases, urban transformation, insurance, taxes, real estate-focused financial assets and rights. As a self-regulatory professional organization, TDUB establishes valuation standards and professional rules to ensure that the activities carried out by its members are fair and honest, and that its members work with business ethics, solidarity and the care and discipline required by the profession, and contributes to the institutionalization of the valuation sector. TDUB carries out its activities through professional working committees established to provide opinions and recommendations on matters falling within the scope of TDUB's responsibilities, as determined by the Board of Directors, in addition to its personnel organization. These committees are the Disciplinary Committee, the Evaluation Committee, the Standards Committee, the Vocational Education and Research Committee, the Communications Committee, the Appraisers Committee, the Business Development Committee and the Legislation Monitoring and Development Committee.

Objectives of Association

TDUB evaluates complaints made about its members by conducting investigations and research to resolve disputes arising from the activities of its members within the scope of the Law and the valuation services to be provided to their clients by its members, by reviewing the compliance of the valuation with the standards, and in case of detection of non-compliance with the legislation and standards, it imposes administrative fines in the Law and disciplinary penalties such as warning, reprimand, license cancellation (dismissal from the profession) etc. as foreseen in the Statute.

Duties and Powers of Association

The Association has the duties and authorities such as conducting research, providing training and certification in order to ensure the development of the real estate market and real estate valuation activities, establishing professional rules and valuation standards for its Members to work with solidarity and the care and discipline required by the profession, taking the necessary measures to prevent unfair competition, making, executing and supervising regulations on the issues given to it by legislation or determined by the Capital Markets Board (Board), imposing disciplinary penalties foreseen in its Statute, cooperating with the relevant institutions on behalf of the Members on relevant issues, monitoring professional developments, administrative and legal regulations and enlightening its Members on this issue.
