The establishment, work and operation principles of the Evaluation Committee are established in accordance with Article 24 of the Statute of the Association of Appraisers of Türkiye (Statute) and the Regulation on the Establishment, Work and Operation Principles of the Professional Working Committees of the Association of Appraisers of Türkiye (Regulation).
The Evaluation Committee is responsible for helping resolve disputes that may arise between Association Members or between Association Members and their clients regarding valuation services, evaluating objectionable valuation reports and complaints against Association Members regarding matters not within the scope of the disciplinary committee's duties and related to the practice of the profession, and carrying out quality control and auditing duties assigned by the Board or the Board of Directors and informing the relevant parties about the results.
Persons to be appointed as Committee Members are required to have at least 3 years of professional experience in the fields of real estate valuation, capital markets, finance, banking, land registry and cadastre, law, urban planning, engineering, general management, economics, business, administrative and financial affairs, and accounting. Committee Members are full-time personnel of the Association and are appointed by the Board of Directors.
Applications to the Evaluation Committee are completed by filling out the Application Form (legal entity/real person) completely and sending it to our Association together with the valuation reports subject to the application.
In order for applications to be processed, the Application Form must be filled out completely and the valuation reports requested to be evaluated must be submitted to the Association. If there are any deficiencies in the information and documents subject to the application, the application will not be processed and the deficiencies will be requested to be completed.
Applications made to the Evaluation Committee are processed after the Board of Directors refers the application to the Evaluation Committee.
Once the application is accepted, the examination and evaluation fee and other expenses are determined by the Board of Directors according to the content of the application and the nature of the real estate and notified to the requester. If this is accepted by the requester, the requester is expected to pay the examination and evaluation costs before the evaluation process begins.
Requests to the Association for the preparation of a valuation report that do not meet the application requirements, whose examination and evaluation costs have not been paid, will not be taken into consideration.
EVALUATION COMMITTEE APPLICATION FORM
The Evaluation Committee has the authority to collect information regarding the evaluation report that is the subject of an objection or application, and to seek information from persons and institutions related to the report. The Evaluation Committee determines the evaluation method by taking into account the objection subject and the nature of the report.
The Board of Directors may reject, by stating the reasons, applications for valuation reports that are more than one year old as of the date of issue and valuation reports where there have been significant changes in the market or the conditions of the relevant real estate.
In the work to be carried out by the Evaluation Committee within the framework of the applications, the original valuation report(s), contract copy, TAKBİS (Land Registry and Cadastre Information System) information and working notes including precedent information during the preparation of the report are requested from its Members. Valuation reports are technically examined, and a desk-based and, if deemed necessary, field research is conducted by visiting the real estate location. The information and documents in official institutions and organizations that form the basis of the evaluation (zoning status, architectural project, layout plan, etc.) are examined and compared with the information in the valuation reports. The other part of the review is the examination of the comparable information and documents from which the value is reached and the conduct of environmental research.
The Evaluation Committee submits its opinion and decision to the Board of Directors by preparing the Evaluation File as a result of its work on the applications. If there are no deficiencies, the evaluation file prepared by the Evaluation Committee is decided by the Board of Directors. The Evaluation File is not a new Valuation Report and does not replace the Valuation Report.
If the Evaluation Committee reaches the conclusion that the activities of the Association Member who prepared the report in question require disciplinary investigation in accordance with the Statute and the relevant regulations of the Association, it makes a decision in this direction and forwards this request to the Board of Directors.
Committee Members are obliged not to disclose any information and secrets they learn due to their duties and positions to anyone other than those authorized by law, and not to use them for the benefit or detriment of themselves or third parties. This obligation also applies after the completion of their term of office.
